Yes. Official donation receipts can only be issued by a registered charity or another qualified donee. A non-profit organization that is not a registered charity can still use fund accounting and the statements, without the receipting.
No. The allowance is a soft cap: going past it does not stop you from issuing an eligible receipt, because a registered charity has a duty to receipt eligible gifts. It is a billing matter, so ask us about the current terms if you expect to pass it.
Yes. Upgrades apply right away and downgrades at your next billing date. Your data stays exactly where it is.
